Portsmouth council demands to consider accountability for puppy restrictions in metropolis

Nov. 14 — To the Editor:

To all Portsmouth town councilors:

The inner puppy ordinance report you recently been given cites views held by the chief of police and his animal handle officer. These are viewpoints, and only opinions. They merely are not based on any evidence. 

Evidence would be historic data on doggy assaults in the city, like as it straight relates to leash legislation enforcement functions.  This knowledge would also encode which attacks were by leashed dogs and which were being by unleashed dogs.  In addition, it would record regardless of whether or not the homeowners of attacking puppies experienced formerly been cited for each the leash law, and it would permit evaluation as to what (pretty little) proportion of the city’s registered dogs have attacked, and for each individual doggy how often. etc.
